Dear Families, Faculty, and Staff,
We hope you are having a great week. We are writing today with an update on the Fiscal Year 2026 budget as well as bonuses for eligible employees.
We are excited to share with you that at its meeting last night, the Hanover County School Board unanimously adopted the Fiscal Year 2026 budget. The budget places a strong emphasis on investing in our amazing team of faculty and staff while also placing the highest priority on meeting the growing, unique, and complex needs of our students.
Specifically, the adopted budget includes the following:
- 3% salary increase for all eligible employees effective July 1
- Substantial investment ($6.5 million) in lifting the teacher salary scale. With additional funding as part of the adopted budget, the average teacher salary increase will be 8.5%.
- Funding to cover a significant portion of the increase to health insurance costs for Calendar Year 2025
- Continuation of financial incentives for substitutes
- Two school psychology interns
- Four middle school assistant track and field coach stipends
- Expansion of The Hanover Center for Trades and Technology
- Designating Mechanicsville Elementary School as the next replacement school
- Funding for the replacement of an additional, to-be-determined campus style elementary school
In addition to adopting the Fiscal Year 2026 budget, the School Board approved the following employee bonuses and additional paid holidays:
- A $1,200 bonus for eligible full-time employees and a $600 bonus for permanent part-time benefited employees at the May meeting to be paid on June 30. The bonus is for all eligible staff and exceeds the state funding for $1,000 and $500, respectively, for Standards of Quality positions only.
- Making Wednesday, November 26, Friday, December 26, and Friday, January 2 paid holidays for the coming school year for all employees in recognition of every employee’s dedication and service.
With both the adoption of the Fiscal Year 2026 budget, the bonus, and the additional paid holidays, we are proud to support our employees and the life-changing work done every day to serve our students, families, and broader community.

At its meeting last night,
the School Board took an important step in the budget process and unanimously approved the Fiscal Year 2026 budget, which Dr. Lisa Pennycuff, Interim Superintendent of Schools, presented last month for consideration. The budget places a strong emphasis on investing in our amazing team of faculty and staff while also placing the highest priority on meeting the growing, unique, and complex needs of our students.
Specifically, the proposed budget includes the following:

We hope your week is off to a great start. We are writing to inform you of the introduction of the Fiscal Year 2026 proposed budget.
At this evening’s School Board meeting, Dr. Lisa Pennycuff, Interim Superintendent of Schools, presented the Fiscal Year 2026 proposed budget for the Board’s consideration. As Dr. Pennycuff shared, from classroom instruction to transportation service to the cleaning of our schools, we have a dedicated team of faculty and staff who are committed every day to providing the highest quality education and supports to our students. Each year, the budget is an opportunity to invest in this important work.

The School Board will hold a public hearing on the proposed budget on Tuesday, January 28 at 6 p.m. More details on the meeting will be shared later this week.
Pending the School Board’s review and approval of the proposed budget, Dr. Pennycuff will present it to the Board of Supervisors in February for further consideration on the School Board’s behalf. The School Board is scheduled to adopt a budget in May after the Board of Supervisors adopts its budget. More detailed information about the timeline is included at the end of the presentation.
