Boundary Adjustment Update: Important Implementation Recommendation and New Draft Scenario

Dear Families, Faculty, and Staff,

We hope you are well. We are writing to provide you with an update on the boundary adjustment process.

Earlier today, members of the Hanover County School Board held a work session to meet with MGT, the third-party vendor leading this process, to discuss the boundary adjustment process. MGT also shared the input, which can be found here, that was collected through the extensive community engagement process, to include in person meetings and a community survey.

Important Implementation Update

The workgroup of School Board members shared this afternoon that it is recommending to delay the implementation of any approved boundary adjustments to the start of the 2026-27 school year, which will be considered at its March meeting. The adjustments were originally scheduled to take effect at the start of the 2025-26 school year.

Please note that a final vote on the boundary adjustments is still planned for this spring.

As we have done since the start of this process, we will continue to keep you informed, including with regard to the School Board’s planned March vote on the implementation timeline.

New Draft Scenario

In addition to reviewing the three scenarios that were shared last month (Blue, Green, and Purple), Board members received a fourth scenario (Indigo) for consideration. Please be assured that while this is an additional scenario, it is not a recommendation. Rather, it is draft in nature and an additional point of discussion for the Board. The Board workgroup will continue to explore other possible refinements/scenarios.

Please note the following summary (it does not include all proposed changes) with regard to the draft Indigo scenario, which is actively being reviewed by the School Board workgroup:

- The entire Kings Charter neighborhood would move from Cool Spring ES to Pearson’s Corner ES.
- The majority of Rutland (everything north of Atlee Road) would move from Pearson’s Corner ES to Washington-Henry ES.
- An area south of Meadowbridge Road would move from Washington-Henry ES to Mechanicsville ES.
- Garrison Manor would move from Rural Point ES to Washington-Henry ES when the replacement Washington-Henry ES opens (scheduled for the 2027-28 school year).
- Middle School and High School: Similar to the other three scenarios, Indigo would align middle and high school boundaries with the updated elementary school boundaries to create clean feeder patterns for all schools except Mechanicsville ES.

We strongly recommend that you utilize MGT’s advanced mapping tool, which has been updated to include Indigo, to more closely review the proposed options.

Similar to its analysis of the other three scenarios, the Board is closely analyzing the Indigo scenario and additional revisions are expected. Again, no final decisions have been made. Further work is expected at the Board’s work session next week, including the development of another scenario(s) that incorporates the Board’s initial feedback on the Indigo scenario. Any additional scenarios will be shared as they become available from our vendor, MGT.

As a reminder, the School Board will hold another work session on Tuesday, February 25 at 1 p.m. at the Hanover County Public Schools Central Office - John M. Gandy Building (200 Berkley Street in Ashland) to discuss boundary adjustments. More information on the work session can be found on BoardDocs. This work will further inform the Board’s discussions at its March work session and business meeting.

As the School Board has shared throughout this process, community input will continue to be valued as part of this process. As always, we will share more information on how to provide your input when it becomes available.
